How We Work

Three Tiers, One Mission

The WWCoF ecosystem operates through three specialised tiers, each with a distinct mandate but a shared commitment to dignified mobility and human capital development.

Tier 1
SFF

Shams Family Foundation

Founding Organization

Established in 2010 as a component fund of The Dallas Foundation, SFF is the founding organization behind the ecosystem. It sets the strategic direction and provides oversight for the Learn & Earn model, and is the founding organization of both WWCoF and FBAS.

Tier 2
WWCoF

World Wide Council of Foundations

International Coordination

Founded in 2023 to align SFF with partner foundations across the ecosystem, WWCoF designs and connects SFF's pathways across countries. In Germany, that includes German-language training for youth in Pakistan and coordinating apprenticeship placements with employer partners.

Tier 3
FBAS

FBAS Germany

Germany Operations

Registered as a legal foundation in Frankfurt am Main (VR 17585) in 2026, FBAS manages each candidate's journey end-to-end once in Germany — from arrival through employment and integration — and serves as the point of contact for German employers and institutions.
