On February 17, 2022, the Shams Family Foundation (SFF), a component fund of The Dallas Foundation, signed a Memorandum of Understanding with South East European University (SEEU) in North Macedonia. The agreement was signed by Kamruddin Shams, Chairman of the Shams Family Foundation, and SEEU's Rector, formalizing a partnership already underway between the two organizations.
The MOU sets out a shared goal: to internationalize SEEU's academic programs and open new educational opportunities for students. Under the agreement, SFF provides financial assistance — including loans — to help qualified students cover tuition, dormitory fees, and day-to-day living costs, while SEEU offers discounts to make the partnership sustainable and expand its reach.
The two organizations divide responsibilities across the full student journey: SFF markets the program, identifies and selects candidates, arranges funding, and supports students with visa logistics and career guidance; SEEU manages admissions, coordinates with SFF to transfer funds to students, and reports on academic progress throughout each student's studies.
